CDM Unit India
India heads the list of states as regards the number of registered projects and generates an estimated 31 million
CERs per year. The CDM market in India is extremely stable and approval by the DNA is routine and speedy. Among the
approved projects, about 30 percent involve energy efficiency and renewable energy, particularly wind energy.
Biomass projects rank close behind. Private industry in India is heavily involved in project development. The vast
majority are small-scale projects that have been implemented unilaterally, meaning no foreign investor has been
involved in the CDM activities.
Given India’s strong national competence, GTZ activities will concentrate on those sectors not yet covered by
the local economy and which offer great potential in terms of emissions allowances and good opportunities for
investment and technology transfer. These include increased efficiency with advanced technology in industrial
production (iron and steel sector, textile production, paper, glass and metal processing), landfill gas use and
energy efficiency in public lighting and urban water pump systems. Decentralised biomass power plants, projects in
the transport sector (including fuel switch), biogas use in wastewater treatment facilities and energy efficiency
in buildings are all highly promising. Due to the large number of small-scale projects, programmatic CDM offers
huge opportunities. The Indian government provides the policy framework to support programmatic CDM and promotes
the integration of innovative approaches and also technology transfer.
The CDM Unit India has used a country study to assess the potential for investment and technology transfer. It uses
trade fairs to help German business gain access to the market.
