Country Profile Philippines
With 7,000-odd islands and 36,000 km of coast, the Philippines are especially vulnerable to the effects of
climate change. Some 60 percent of the population live near the coast. Farmland is at risk from frequent tornadoes and extreme
rainfall, and also from salination as a consequence of rising sea levels and fields being flooded by seawater.
The Philippines ratified the Kyoto Protocol in November 2003 and the DNA was established in 2004 as an arm of the Department of
Environment and Natural Resources (DENR). Projects are first submitted to the DNA and are then assessed and evaluated by the
Technical Evaluation Committee (TEC). If a project is found to be eligible, the project proposal is forwarded to the CDM
Steering Committee (CDMSC) for approval. The final decision lies with DENR and is based on a report produced by the CDMSC. If a
project proposal is rejected, the project developer has 15 days in which to request a second review.
Some 80 percent of the project proposals submitted are for small-scale projects (241 – 79,000 CERs/year). Most involve
methane and biomass-generated electricity, and small-scale hydropower plants. The remaining 20 percent of project proposals are
expected to generate between 53,000 and 582,000 CERs. These largely entail renewables (wind, geothermal energy and hydropower),
wastewater and landfill gas. Most of the projects registered so far are in the farming sector and mainly focus on combustion of
biogas, especially methane.
CDM project potential is seen in renewables (notably wind, geothermal energy and biomass), forestry and firewood – an
important source of energy, especially in rural areas.
