Country Profile Dominican Republic

The Dominican Republic offers great potential for the CDM by virtue of its energy needs and extraordinary potential for renewable energy projects. In an initiative to gain greater independence from fossil fuels, the country passed legislation in 2007 (Law 57/07) providing tax exemptions and numerous other benefits for renewable energy projects.
 
Climate change and promoting CDM projects are key concerns of the Dominican government. The National Council for Climate Change and the Clean Development Mechanism (CNCCMDL) was created in this connection in 2008.

The Dominican Republic recently entered the CDM market as a host country and takes an active, up-and-coming role with 28 projects in the pipeline. Only one project is currently registered under the CDM and two are under validation. MoUs exist with Spain, Japan, World Bank (IBRD), Canada.

The Dominican DNA is the National Office for CDM (ONMDL) under the National Council for Climate Change and the Clean Development Mechanism. The Council is headed by the President of the Dominican Republic, has a Secretary of State as the Executive Vice Presidency of the Council and an Executive Committee composed of governmental representatives from the Energy, Environment and Natural Resources, Transportation, Agriculture, Industry, Science and Technology, Foreign Affairs, Economy Secretaries and Committees.
The ONMDL also acts as a promotional office, helping projects in the initial stages of CDM, identifying CDM project opportunities and funding opportunities. Many potential CDM developers currently receive support from ONMDL.

Requirements for host country approval

The official  DNA approval process is being established at the moment with requirements similar to those of other Latin American countries.

Project proponents must submit an approval request with the PDD in Spanish and English in both electronic and printed form. An environmental impact assessment or environmental certificate from the competent authority is also required under Dominican law. The ONMDL verifies that local rules and regulations are met, so the documentation included in the PDD must show that the project complies with the relevant national provisions.

Project proponents can voluntarily send a PIN with a request for a non-objection letter to the DNA. This step may lead to feedback and support from the ONMDL from the early stages of the CDM project cycle.

The ONMDL assesses projects for compliance with CDM requirements and with national environmental and sustainable development priorities, as well as for technical CDM aspects (additionality, baseline, CER generation, crediting period, monitoring plan), economic aspects and technical feasibility. With the report from the technical advisors from the ONMDL, the DNA decides whether to approve or reject a project or to request extra information from the project developer.
